Canadian election officials have established excellent credentials in monitoring elections around the world. It is no coincidence, for example, that Canada was asked to oversee the world's two most high-profile recent elections in new democracies, Ukraine and Iraq.



Monitoring elections in democratically fragile states is tricky business. For instance, how do you deal with a country where the people tasked with overseeing polling booths are hired by the party in power, with no requirement that these appointments be made on the basis of merit?
